Jointly with National Petrochemical Testing Center and Jiangsu University to build a "Industry-University-Inspection-Research" platform

          On June 4, 2012, Shanghai Lubricant Industry Association and National Petrochemical Product Quality Supervision and Inspection Center (Anqing) held a production, learning, inspection and research cooperation intention meeting in the multimedia room on the second floor of Southwest Anhui Product Quality Supervision and Inspection Center, organized and arranged by Shanghai Huifeng Petrochemical Co., Ltd. and China Vacuum Network. The meeting was attended by Secretary General Hu Youting, Deputy Secretary General Feng Yanhui, and Deputy Secretary General Jin Yun of Shanghai Lubricant Industry Association, Chairman Hui Jinde, Director Sun Yuezhen, Deputy Director of China Vacuum Network Yang Cuiyu, Professor Li Changsheng of School of Materials Science and Engineering of Jiangsu University, Deputy Director Hu Zhongxin of Anqing Quality and Technical Supervision Bureau, Director Yang Cuilian of Southwest Anhui Product Quality Supervision and Inspection Center and National Petrochemical Product Quality Supervision and Inspection Center (Anqing), and other members of the leadership team.

         Before the meeting, the experts and leaders who attended the meeting, led by Director Yang Cuilian of Southwest Anhui Product Quality Supervision and Inspection Center, visited the oil product inspection room of the National Petrochemical Product Quality Supervision and Inspection Center (Anqing), checked the status of the machinery and equipment, and had a cordial exchange with the inspection technicians on site in the inspection room.

          At the meeting, Director Yang Cuilian of the Southwest Anhui Product Quality Supervision and Inspection Center introduced the construction, qualifications, equipment, technical capabilities and environment of the National Petrochemical Product Quality Supervision and Inspection Center (Anqing); Secretary-General Hu Youting made a guiding speech on the development of lubricating oil products and production, technology, standards and other issues; Deputy Director Hu Zhongxin made a statement on strengthening and supporting the cooperation of "production, learning, inspection and research" to create a service platform for lubricating oil companies. Chairman Hui Jinde of Shanghai Huifeng Petrochemical Co., Ltd. put forward many insights on the creation of the service platform, and Dean Li Changsheng of the School of Materials of Jiangsu University shared the school's successful cooperation experience. The participants had friendly exchanges on the current situation, bottlenecks, trends and countermeasures of lubricating oil development.

        Shanghai Huifeng Petrochemical Co., Ltd., School of Materials Science and Engineering of Jiangsu University and National Petrochemical Product Quality Inspection Center (Anqing) have reached and signed a "production, study, inspection and research" cooperation agreement under the witness of the leadership of the Secretariat of Shanghai Lubricant Industry Association, based on the principles of "economic construction relies on scientific and technological progress, science and technology faces economic construction" and "mutual benefit, complementary advantages and common development" through friendly consultation. The three parties have established a service platform for comprehensive cooperation in industry, academia, inspection and research. Jointly set up a scientific and technological innovation base and a product research and development inspection base, and actively carry out other exchange activities conducive to multilateral development. Regularly formulate cooperation plans, strengthen daily contacts and information exchanges, check implementation, and negotiate to resolve relevant issues. Jointly create a new market service model, give full play to the advantages of third-party technical supervision agencies, and jointly carry out all-round cooperation in talent training, testing technology development, testing resource sharing, market resource sharing, and human resource sharing. Through the establishment of the "production, learning, inspection, and research" model as a communication and cooperation platform, we actively explore how to give full play to the role of "production, learning, inspection, and research" to develop the company's inspection level towards a higher standard.

      The signing and implementation of the "production, learning, inspection, and research" cooperation agreement will further enhance the strength of scientific and technological research and development and further improve the qualification strength of Huifeng's lubricant products. The three parties will give full play to their respective advantages in resource sharing and provide technical service support and guarantee for Huifeng in technological innovation, standard setting, product certification and accreditation, product measurement and testing, and response to technical trade barriers.

       The meeting decided to recommend the National Petrochemical Product Quality Supervision and Inspection Center (Anqing) as the professional testing base for lubricants and additives of the Shanghai Lubricant Industry Association.
