Visit to the National Petrochemical Product Quality Supervision and Inspection Center (Anqing)

        On June 4, a group of seven people led by Hu Youting, Executive Deputy Secretary-General of the Shanghai Lubricant Industry Association, visited the member unit National Petrochemical Product Quality Supervision and Inspection Center (Anqing). The two sides held a meeting to discuss the intention of production, learning, inspection and research cooperation and the establishment of a third-party testing base. Led by Hu Zhongxin, deputy director of Anqing Quality and Technical Supervision Bureau, Yang Cuilian and Zhu Changsheng, the main persons in charge of the center, they visited relevant laboratories and key monitoring equipment, checked the status of instruments and equipment, and had technical exchanges with inspection technicians at the inspection room. Director Yang Cuilian introduced the project construction, qualifications, equipment, technical capabilities and environment of the National Petrochemical Product Quality Supervision and Inspection Center (Anqing); Executive Deputy Secretary-General Hu Youting made a guiding speech on the development of lubricating oil products and production, technology, standards and other issues, and analyzed the development trend of lubricating oil and additives, new requirements for testing and inspection, and market development; Deputy Director Hu Zhongxin made a statement on strengthening and supporting the cooperation of "production, learning, inspection and research" to create a service platform for lubricating oil enterprises. The participants had friendly exchanges on the current situation, bottlenecks, trends and countermeasures of lubricating oil products, and reached a preliminary intention to strengthen technical exchanges and cooperation between the association and the center. The meeting decided to recommend the National Petrochemical Product Quality Supervision and Inspection Center (Anqing) as a member of the Additive Professional Committee of the Shanghai Lubricant Industry Association, and to establish a third-party testing base for the association there, with a focus on lubricant additive testing according to the center's qualifications and equipment. Also attending the symposium were: Deputy Secretary-General Feng Yanhui and Jin Yun of our association, General Manager Hui Jinde, Director Sun Yuezhen, and Station Master Yang Cuiyu of Suzhou Huifeng Lubricant Co., Ltd., a member of the association, and Professor Li Changsheng of the School of Materials of Jiangsu University.

        The Shanghai Lubricant Industry Association has established a number of training bases and third-party testing bases in the Bohai Rim and the Yangtze River Delta, which have played an active role in serving member companies, regulating industry development, and promoting the progress of the lubricant industry. The establishment of a third-party testing base in Anqing this time will be of significance for the association to better serve the central region and strengthen the leading role of the association's Additive Professional Committee. During the inspection, the five experts of the association conducted on-site inspections on the basic situation of the organization, the completeness of the application materials, and compliance. The person in charge of the National Petrochemical Product Quality Supervision and Inspection Center (Anqing) introduced the situation of professional and technical personnel, the laboratory environment of oil product analysis and testing, the equipment and instruments for analysis and measurement testing, and the third-party testing that has been carried out, and explained the quality management audit system documents such as the quality manual and procedure documents of the center. After inspecting the training equipment management and training site management on site, the experts conducted a serious discussion and unanimously agreed to set up the association's third-party testing base here.

        The Southwest Anhui Product Quality Supervision and Inspection Center is a social welfare institution approved by the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China and the Anhui Provincial Bureau of Quality and Technical Supervision. The National Petrochemical Product Quality Supervision and Inspection Center (Anqing) and the Anhui Provincial Petrochemical Product Quality Supervision and Inspection Center were established here, and the secretariat of the Anhui Provincial Petrochemical Product Standardization Technical Committee was also set up. There are more than 100 laboratories including octane number room, GC-MS room, ICP original absorption room, microbiological room, and secondary biosafety laboratory. There are more than 200 large-scale testing instruments and equipment such as imported inductively coupled plasma emission spectrometer (ICP), atomic absorption spectrophotometer, elemental analyzer, etc. The main function is to provide inspection guarantee to ensure product quality. The authorized scope includes product quality supervision inspection, arbitration inspection and appraisal, product quality production license inspection, research on detection technology methods and standard means, inspection personnel training and related social services. The product testing items that have been approved by the National Laboratory (CNAS) are as high as 116 products, and 133 parameters in two categories of food and petrochemicals.

        The scope of inspection covers crude oil, fuel oil, solvent oil, petroleum wax, lubricating oil, grease, hydraulic oil, insulating oil, etc.
